Photos do show an unhealthy looking tree. Very few leaves and nearby trees are in leaf. Looks as if the tree has been heavily pollarded in the past which may be a contributing factor to its demise. A decision best left to the experts. It is a front garden tree and requests to fell these are always worth checking as a healthy visible tree can be TPOd in order to save it.
