This case has now been decided by Jacob - no preservation order but owner has been persuaded to change the application from fell to crown reduction :
Observations:
The initial application was to fell the tree, to which we had four objections from members of the public. Upon
visiting the site it was clear that the tree offered significant amenity value to the street and had no significant
safety problems. After discussion with the applicant it was agreed to change the proposal to the current
crown reduction, to which I have no objection.
Recommended: Preservation Order NOT REQUIRED
