Yes it sounds like that. Cannot see tree from road so no photos. "It is tricky, and expensive, to be a the responsible owner of a large tree in a Conservation Area." - very true.

Is this tree essentially getting repollacded back to existing points?

It is tricky, and expensive, to be the responsible owner of a large tree in a Conservation Area. Large trees in an urban setting require management. The easy option is to remove them. But that is also the irresponsible option as it deprives the environment of a huge benefit, and everyone who lives nearby of an amenity. This tree has required pollarding over the years. I can see applications in 2019 and 2022 for similar work to this tree and it seems to have recovered. Lime trees generally tolerate pollarding and the best time to do it is late Winter or early Spring, so that would be soon'ish. So long as it is done professionally with care then so be it if it means the tree can be kept.

Tree located - looks a fine tree from Google Earth but in the back garden and not visible by the public so no TPO possible. Well away from any buildings. Pruning sounds very heavy.
