Email to LPA: Dear Development Management and PINS, ​ We wish to comment on this matter but are advised on the Planning Portal that: 'Comments are not invited on this type of application. a) If it is a S62A decision: in this case the Planning Inspectorate is the decision maker. Comments on S62A applications must be submitted directly to PINS.' This decision was made under PINS Appeal Ref: APP/Z0116/W/23/3335671, yet the application uses a Bristol LPA planning application reference number. Please advise. Were we able to comment, we would point out that condition 20 of the appeal decision requires that: 'all planted materials shall be maintained for five years and any trees or plants removed, dying, being damaged or becoming diseased within that period shall be replaced in the next planting season with others of a similar size and species to those originally required to be planted.' ​W​hilst the Landscape Maintenance & Management Plan ​dated October 2024​ sets out a five-year plan, it makes no explicit reference to the obligation that any trees or plants removed, dying, being damaged or becoming diseased within that period shall be replaced in the next planting season with others of a similar size and species to those originally required to be planted​. The plan needs to be amended to reflect this obligation. It is also disappointing that the plan makes no long-term provision for the ​maintenance ​a​nd ​management​ of the soft landscaping on the site such as would now be required with the recent introduction of the compulsory biodiversity net gain requirements.
