This appears to be the Council-owned site they have in mind an open space of about 7 hectares to the east of the railway line:

It includes (now disused?) The Lockleaze Allotments and Rowlandson Gardens Open Space.
 
Interestingly, part of this site - to the west of the path running down the middle of the area is proposed to be designated as a Reserved Green Spaces in the draft Local Plan (ROS24021). This includes Rowlandson Gardens Open Space, but excludes The Lockleaze Allotments.
