Royal Mail Group Limited’s consultation response on YTL planning application to amend planning

permission ref number: 19/05500/P – Hybrid planning application comprising: the demolition of

existing ancillary buildings and structures; full details associated with the change of use of, and

associated external alterations to, the Brabazon Hangar buildings from Class B8 use to a mixture of

Class D1, D2, A1, A3, A4 and B1a uses, along with outline details associated with infrastructure works

including: revised vehicular access arrangements; redevelopment and reorganisation of the former

aircraft apron to provide parking, servicing and associated infrastructure provision; plus associated

landscaping, service infrastructure and other associated works and improvements.

Introduction

Royal Mail’s consultants (BNP Paribas Real Estate) have reviewed YTL’s planning application

documents as available on the Bristol City Council website.

Royal Mail– relevant information

Royal Mail is responsible for providing efficient mail sorting and delivery nationally. As the Universal

Service Provider under the Postal Services Act 2011, Royal Mail has a statutory duty to deliver mail to

every residential and business address in the country as well as collecting mail from all Post Offices

and post boxes six days a week.

Royal Mail’s postal sorting and delivery operations rely heavily on road communications. Royal Mail’s

ability to provide efficient mail collection, sorting and delivery to the public is sensitive to changes in

the capacity of the highway network.

Royal Mail is a major road user nationally. Disruption to the highway network and traffic delays can

have direct consequences on Royal Mail’s operations, its ability to meet the Universal Service

Obligation and comply with the regulatory regime for postal services thereby presenting a significant

risk to Royal Mail’s business.

The Government, through Ofcom, imposes financial penalties on Royal Mail if its Universal Service

Obligation service delivery targets are not met. These penalties relate to targets for:

• Collections

• Clearance through plant

• Delivery

Bristol Mail Centre

Royal Mail’s Bristol Mail Centre lies immediately adjacent to the former Filton Airfield, adjacent to the

A38 and its Gypsy Patch Lane junction.

The site has two accesses to the public highway serving the Mail Centre:

• an operational access which forms the western arm of the traffic signal controlled A38 Gypsy Patch Lane junction; and

• an access to the staff / visitor car park which is left-in/left-out only from the A38 Gloucester Road.

Bristol Mail Centre is of the highest operational importance to Royal Mail and its customers in Bristol

and the West of England. It employs c 1000 staff and handles approximately 18 million mail items per

week. All mail for the BS, BA and TA postcodes passes through Bristol Mail Centre daily. Since the

closure of Gloucester Mail Centre in 2014, Bristol Mail centre has been handling mail for the GL

postcodes. We have close relationships with Amazon and other retail customers who rely on our

network and services. A new parcel sorting machinery was installed at Bristol Mail Centre in 2019,

which has resulted in additional services being run from this operational facility due to volumetric

changes. These are due in customer shopping behaviours migrating to online since 2014 with a rise in

parcels 25% Year on year.

There are no plans to close Bristol Mail Centre. In the future, its operational significance and activity

levels will increase as Royal Mail Group’s mail and parcel handling practices are updated.

All mail movements in to and out of Bristol Mail Centre are by road. It relies on the A38 for access to

the national motorway system.

Every day, in exercising its statutory duties Royal Mail vehicles use all of the main roads that may

potentially be affected by additional traffic arising from the proposed Arena at Filton Airfield

construction of YTL’s proposed development of the Arena Site.

Royal Mail’s delivery targets are extremely time critical and even very minor delays to vehicle

movements can result in these being missed. Delays near a major hub such as the Bristol Mail Centre

will have a knock on effect over the whole of the region.

Objective of Royal Mail’s representation to planning application ref 19/05500/P

Royal Mail’s principle objective of making this response to YTL Development’s Arena planning

application is to seek to ensure the protection of its future ability to provide an efficient mail sorting

and delivery service to the public and Business community in accordance with its statutory obligations.

More particularly, Royal Mail is seeking to prevent the proposed development of Arena site having any

adverse effects on its operations at and from Bristol Mail Centre.

Actions taken to date by Royal Mail to protect its operational interests

Royal Mail has previously commissioned a traffic survey, a copy of the report on which prepared by

PFA Consulting is attached in support of this consultation response.

It can be seen from the traffic survey report that the existing operation of the Mail Centre generates

significant levels of vehicle movements into and out of the site. The survey has evidenced that the

combined weekday average 2-way daily flows at both accesses gives a total 2-way flow of

approximately 3,100 vehicles, with the majority of vehicles travelling through the Gypsy Patch Lane

junction. This information signifies the importance of the efficient operation of this junction to the

day-to-day transport operations of the Mail Centre. The traffic survey report also indicates that

during the peak periods the A38 Gypsy Patch Lane junction is close to, or over capacity, particularly

during the evening peak period. At present, Royal Mail staff regularly report long queues leaving the

site at peak hours, with delays of up to an hour reaching the Gypsy Patch Lane junction from the staff

exit onto the A38.

This is an issue of very significant concern to Royal Mail given that all of its operational vehicles and

all outbound staff / visitor vehicle movements have to pass through the Gypsy Patch Lane junction. If

this junction is already over capacity at certain times of the day, any additional traffic will increase

incidence and extent of traffic delays to Royal Mail operational and staff journeys, which in turn would

have serious negative impact on Royal Mail’s business.

Over the last circa 3 years Royal Mail has sought to promote contact with and between YTL, South

Gloucestershire District Council and other local landowners / occupiers and was instrumental in

setting up the previous A38 Stakeholder group, the meetings for which have lapsed.

Royal Mail have through BNP Paribas kept in contact with YTL and held a meeting on 26 February 2020

to discuss the operations undertaken at Bristol Mail Centre and YTL’s plans surrounding the Arena site.

Within the meeting, YTL suggested it would be appropriate for Royal Mail to attend the Arena Steering

Group as a Stakeholder alongside larger stakeholders within the vicinity. YTL arranged a meeting with

Royal Mail and Momentum (their transport consultant for the development) on 28 February 2020.

Momentum have kindly provided a technical note, which is attached in response to Royal Mail’s

concerns dated 2 March 2020. We provide a summary of key points below:

• The maximum capacity events will typically be on Friday and Saturday evenings rather than

weekdays.

• YTL and Momentum have suggested Royal Mail are to be included in the Transport Operations

Groups alongside other stakeholders and local transport authorities

• YTL to share the latest transport operations plans for upcoming events, which will be typically

scheduled 6-18 months in advance

• Only 15% of arrivals on event days are expected in the peak hour of Royal Mail’s operations

between 17:00-18:00, equating to 225 cars heading to the site.

• The traffic modelling software shows that for the stretch of highway from Aztec West to Hayes

Way there is expected to be a minimal increase in journey times of 24 seconds.

• A timeline of key dates has been provided as well as multiple highway improvement initiatives.

Royal Mail’s comments on planning application ref 19/05500/P

Royal Mail Group does not have a fundamental objection to the proposed Arena development; however,

it does wish to draw to the attention of Bristol City Council the critical need to protect the existing

Bristol Mail Centre site from development that may adversely affect mail services provided on and

from it. As indicated above, Bristol Mail Centre is of the highest operational importance to Royal Mail

and its customers in Bristol and the West of England. There are no plans to close this facility and it

will increase in its operational significance as Royal Mail Group’s mail handling practices are updated.

As evidenced by the attached traffic survey report, the efficient operation of the Mail Centre relies on

access by significant volumes of operational, staff and visitor traffic to and from the A38 and

surrounding network. Vehicle movements in to and out of the Mail Centre site are exclusively reliant

on the A38 and the Gypsy Patch Lane which has been shown to be over capacity now, before the

proposed development has been built and occupied. In this context, Royal Mail’s comments on and

requests arising from planning application ref 19/05500/P are set out below:

1. The road capacity of the highway network in North Bristol (including the A38 Gypsy Patch

Lane junction as indicated above) is already at, close to or over capacity. This capacity will

inevitably be affected by the granting of planning permission for this and other major schemes

and by the cumulative effect of a number of permitted schemes including the Northfield Park,

East Works Site, Land South of Merlin Road, Land off Charlton Road, Plot 10 Northfield Park,

Cribbs Causeway, Cribbs Lodge hotel, Land at Harry Stoke and Wyck. In turn, this has potential

to impact on Royal Mail’s road based operations and specifically Royal Mail’s ability to get

operational and staff vehicles in to and out of the Mail Centre site without more delay than is

being experienced at present.

2. Royal Mail requests that regard must be had by YTL, Bristol City Council and South

Gloucestershire Council to the continuing operational needs of Bristol Mail Centre through

detailed consultation with Royal Mail at the appropriate time during the planning and

construction processes.

3. Royal Mail requests confirmation from Bristol City Council and South Gloucestershire Council

that its road based operations as evidenced by traffic survey results will not be disrupted or

impeded by the traffic impacts of the construction and operation of the proposed development

together with cumulative traffic effects of other developments in the area.

Of specific concern to Royal Mail is the additional traffic that the proposed Arena will place

onto the proposed new access from the former Airfield site to the A38 immediately to the

south of the Mail Centre. As well as the potential that this has to put more traffic onto the A38

northbound through the already over capacity Gypsy Patch Lane junction, which would

inevitably result in delays to operational and staff vehicle movements with damaging impact

on Royal Mail’s business. All opportunities to divert such traffic away from the Gypsy Patch

Lane junction or to provide mitigation measures, which will alleviate the impact on Royal

Mail’s business, should be explored.

4. Royal Mail requests that it is kept fully informed and consulted by Bristol City Council, South

Gloucestershire Council and YTL on the construction programming and traffic mitigation

measures that are proposed to be implemented, through the draft Construction Traffic

Management Plan (CTMP). Royal Mail requests that it is fully pre-consulted by YTL on any

proposed road closures / diversions/ alternative access arrangements, hours of working and

the content of the CTMP. Prior to the determination of the planning application, Bristol City

Council, South Gloucestershire Council and YTL should formally acknowledge the need for this

consultation with Royal Mail and other relevant local businesses / occupiers.

5. Lastly, Royal Mail requests to be put included in both the Transport Operations Groups and

Arena Steering Group as a stakeholder as suggested within current discussion with YTL and

Momentum. This requirement should be secured by way of planning condition.

Report Title Summary of Transport Impacts in Relation to the Royal Mail Site on the A38

1. Introduction and Context

1.1 This note has been prepared for the Royal Mail Group Ltd to summarise the transport strategy

for the proposed YTL Arena and potential implications for the Royal Mail Centre, Filton, with

reference to the 2017 Traffic Surveys Report commissioned by the Royal Mail Group Ltd.

1.2 The proposed YTL Arena is a 17,000 capacity entertainment venue, holding a variety event

types and event sizes. Table 1 shows the forecast breakdown of event types and capacities for

opening year and five years into the future.

1.3 As shown in Table 1, the maximum capacity events make up a small proportion of the total

events at the arena, with the majority of events expecting to attract a smaller audience. The

maximum capacity events will typically be on Friday and Saturday evenings rather than on

weekdays. The 2017 Traffic Surveys show that the peak days for the Royal Mail Centre are

weekdays, with reductions over the weekend and on Mondays.

1.4 The 2017 Traffic Surveys show the following times of day represent the peak traffic time for the

Royal Mail Centre:

• Operational peaks between 06:00-07:00 (outbound), 15:00-16:00 (outbound) and 17:00-19:00

(mainly inbound).

• Employee peaks between 06:00-07:00 (two-way) and 22:00-23:00 (outbound), with minor

peaks between 13:00-15:00 (two-way) and 17:00-19:00 (two-way).

1.5 Due to the Royal Mail Centre’s location on the A38, most of this traffic uses the Gypsy Patch

Lane junction.

2. Transport Strategy

2.1 While the plans include on-site car parking spaces for a forecast ~1,500 cars, initiatives will be

implemented to reduce the impact on the local highway network. This includes extensive use of

multiple Park and Ride sites, pricing strategies to discourage car parking on-site,

implementation of an Event Day Controlled Parking Zone, clear information for taxis / Ubers /

Private Hire Vehicles and promoting the Metrobus and new rail services to North Filton Station.

2.2 An ongoing Transport Operations Groups will be created that enables learnings to be taken

from past events and briefings to be carried out for upcoming events. This will primarily be

attended by local transport authorities but will also allow for input and involvement from key

local stakeholders, a category that Royal Mail Group Ltd would fall within. This will allow Royal

Mail Group Ltd to report back on any observations noted at previous events. It will also enable

YTL to share the latest transport operations plans for upcoming events (typically scheduled 6-

18 months in advance), to give Royal Mail Group Ltd advanced warning of events.

3. Transport Impact

3.1 Table 2 below has been extracted from the Transport Assessment and shows the forecast

arrival profile.

3.2 The 2017 Traffic Surveys show that the evening peak hour for the Royal Mail Centre are

between 17:00-19:00, where operational traffic heads inbound to the site, mainly from the M5

Junction 16.

3.3 Although there will be some overlap with YTL Arena visitors arriving during this time, only 15%

of arrivals are expected in the peak hour of the highway network between 17:00-18:00. For a

17,000 person event, this equates to approximately 225 cars heading to the on-site car park.

31% of arrival are expected between 18:00-19:00, equating to 465 cars heading to the on-site

car park. These arrivals will be travelling from across the region, meaning approximately 49%

will arrive from the M5, 30% from the south along the A38, 10% from the east (Gypsy Patch

Lane) and 11% from the west (M5 J17).

3.4 The evening peak hour traffic has been assessed using specialist traffic modelling software,

with results presented within the planning application. The modelling software compares the

journey times on the A38 both with and without the YTL Arena. These results show that for the

stretch of highway from Aztec West to Hayes Way (the most relevant stretch for the Royal Mail

Centre), a minimal increase in journey times of 24 seconds could be expected. This is based on

a 17,000 capacity event with ~1,500 cars parked on site.

3.5 Events at the YTL Arena will typically finish between 22:00 to 22:30. The bulk of visitor egress

from the site will typically be completed within an hour of the event finishing. Despite visitors

leaving in a shorter period of time than on ingress, the A38 would still perform better during

egress as background traffic is far lower at this time of day.

4. Delivery and Further Mitigation

4.1 The following list highlights the key dates related to the infrastructure works associated with the

development:

• Construction begins: 2020

• West Way site access junction completed: 2020/21

• Metrobus m1 service rerouting through the Brabazon Masterplan: 2022

• North Filton Station operational: 2022

• Highway infrastructure on the airfield completed: 2022-2023

• Temporary Car Park completed: 2023

• YTL Arena opens: 2023

• Temporary Car Park removed and permanent arrangement installed: within 5-10 years of

opening

4.2 Through ongoing discussions with BCC, SGC and Highways England, YTL will be contributing

to multiple highway improvement initiatives through the S106 process the will improve the

resilience and performance of the A38. These initiatives include:

• Installation of fibre optic cable on the A38 to allow for bus real time information, signal control

and CCTV

• Study of the A38 corridor into signal and improvement works

• Traffic signal upgrades at key junctions on the A38

• Installation of CCTV cameras at points on the key vehicle routes

• Variable Messaging Signage on the A38

1. EXECUTIVE SUMMARY

Traffic surveys were carried out at the accesses to Royal Mail’s Bristol Mail Centre, Filton, Bristol 1.1.(Mail Centre) and at the Gypsy Patch Lane junction, adjacent to the Mail Centre, in March/April and May 2017.

The objectives of the surveys were to obtain the following:- 1.2.

 Mail Centre vehicle in and out movements;  Mail Centre vehicle movements by type of vehicle; and  Turning vehicle movements at the Gypsy Patch Lane junction during the highway peak

periods.

The Mail Centre is the key Royal Mail site for the collection and delivery of mail for the Bristol and 1.3.West of England sub-region. The facility employs approximately 1,200 staff and operates 24/7 every day of the year. There are two accesses serving the Mail Centre;

 an operational access which forms the western arm of the traffic signal controlled Gypsy Patch Lane junction; and

 an access to the employees’ car park which is left-in/left-out only from the A38 Gloucester Road.

Two types of survey were undertaken to meet the objectives of Royal Mail; 1.4.

 automatic traffic counts (ATCs) which would provide continuous recording of vehicle movements, and

 video camera surveys enabling manual classified turning movement counts to be recorded.

ATC data was collected for one week beginning Thursday 30 March 2017. During a second week, 1.5.beginning Monday 8 May 2017, both ATC data and video surveys were carried out. These dates were chosen to avoid the Easter and early May holidays.

The weekday 2-way traffic flows at the Mail Centre operational access were in the order of about 1.6.1,500 vehicles with lower flows recorded on Mondays and at the weekend. The 2-way weekday average over the two weeks of recordings was 1,380 vehicles.

At the operational access morning peak 2-way flows occurs between 06:00 – 07:00 of about 120 1.7.vehicles per hour. A longer, but numerically lower evening peak 2-way flow, of about 80 vehicles per hour, occurs between 17:00 – 19:00 which operationally is important to Royal Mail as the evening peak flows to the Mail Centre occur during the external evening highway peak period.

The weekday 2-way traffic flows at the Mail Centre employee’s access are in the range of 1,720 – 1.8.1,950 vehicles with lower flows recorded on Mondays and at the weekend. The 2-way weekday average over the two weeks of recordings is 1,740 vehicles.

Two distinct peaks occur at the employees’ access one between 06:00 – 07:00 and a second 1.9.between 22:00 – 23:00 with two lesser peaks occurring between 13:00 – 15:00 and 17:00 -19:00. These peak flows correspond to shift patterns at the Mail Centre. The evening peak flow at the employees’ access coincides with the evening peak flow at the operational access.

The combined weekday average 2-way daily flows at both accesses gives a total 2-way flow of 1.10.about 3,100 vehicles. This is a significant vehicle generation and with the majority of vehicles

travelling through the Gypsy Patch Lane junction signifying the importance of the efficient operation of this junction to the day-to-day transport operations of the Mail Centre.

From the manual classified counts the majority of vehicles using the operational access during a 1.11.weekday were heavy goods vehicles, about 870 or 62%, with most being Royal Mail vehicles. A further 380 vehicles or 27% were vans, again the majority being Royal Mail.

At the employees’ access, as one would expect, the vast majority of vehicles during a weekday 1.12.were cars or motorcycles, about 1,600 or 92%, with the remainder being vans or non-Royal Mail delivery vehicles.

The survey of the Gypsy Patch Lane junction during the peak periods indicates that the junction is 1.13.over capacity, particularly during the evening peak period when traffic turning into Gypsy Patch Lane was observed to be queuing back through the junction.

2. INTRODUCTION

This report has been prepared by PFA Consulting, Civil Engineers and Transport Planners, on 2.1.behalf of the Royal Mail Group Ltd (Royal Mail) and provides the results of traffic surveys undertaken in the Spring of 2017. The surveys recorded traffic flows at the accesses to Royal Mail’s Bristol Mail Centre, Filton, Bristol (Mail Centre) and at the Gypsy Patch Lane junction, adjacent to the Mail Centre.

The objectives of the traffic surveys were to obtain independent traffic data of the following:- 2.2.

 Mail Centre vehicle generations (i.e. in and out movements at the accesses of the Mail Centre);

 vehicle movements at the Mail Centre by type of vehicle; and  vehicle turning movements at the Gypsy Patch Lane junction during the highway peak

periods.

Axiom Traffic Ltd, an independent specialist transport survey company, was commissioned by PFA 2.3.Consulting to carry out the traffic surveys. The surveys included the installation of automatic traffic counters (ATCs) and video camera surveys.

This report provides a brief description of the Mail Centre, describes the survey methodology and 2.4.provides a summary of the survey results following detailed analysis.

General Royal Mail is responsible for providing efficient sorting and delivery of mail at a national level. As 3.1.

a Universal Service Provider under the Postal Services Act 2011, Royal Mail has a statutory duty to deliver mail to every residential and business address in the country as well as collecting mail from all post offices and post boxes six days a week. Royal Mail is required to maintain quality of service targets and can be subject to financial penalties for under performance.

Royal Mail’s postal sorting and delivery operations rely heavily on road transport. Congestion on 3.2.the highway network which causes delays to vehicles can seriously affect Royal Mail’s ability to provide efficient mail collection, sorting and delivery. This can have direct consequences on Royal Mail’s ability to meet the Universal Service Obligation and to comply with the regulatory regime for postal services leading to a significant business risk to Royal Mail. Hence Royal Mail’s requirement, in line with many other businesses, for a highway network that operates efficiently and without serious congestion.

Royal Mail’s Bristol Mail Centre Royal Mail’s Bristol Mail Centre is the key site for the collection and delivery of mail for the Bristol 3.3.

and West of England sub-region. The site is located on the western side of the A38 Gloucester Road, at Filton, Bristol. The facility employs approximately 1,200 staff and operates 24/7 every day of the year. It is responsible for all inward mail to BS, BA GL and TA postcodes and for international postcodes as well as national outward mail from these postcodes. The location of the Mail Centre is shown in Figure 2.1.

Two vehicular accesses serve the Mail Centre. A manned gated two-way access forms the 3.4.western arm of the Gypsy Patch Lane (B4057) traffic signalled controlled junction which is located beneath the A38 Gloucester Road flyover. Vehicles from and to this access can make all turning movements and can access the strategic road network, including the M5 and M4 motorways, via the A38 Gloucester Road. The location of the access is shown in Figure 2.2.

A second two-way access road leads to the main employee car park located south of the Mail 3.5.Centre buildings and is parallel with the southern boundary of the Mail Centre site. This access is left-in, left-out only at its junction with the southern end of the northbound off-slip road from the A38, Gloucester Road northbound carriageway. The location of the access is shown in Figure 2.3.

4. SURVEY METHODOLOGY

Introduction The objective of the traffic surveys was to collect independent traffic data of vehicle movements 4.1.

to and from the Mail Centre and at the adjacent Gypsy Patch Lane traffic signal junction. It is understood that consultations have been held with South Gloucestershire Council, the Local Highway Authority, regarding the potential impact of major development in the local area on the local highway network. Senior management at Royal Mail have expressed their concern that an already busy and at times congested local highway network could have serious implications for Royal Mail operations. It was considered that by obtaining detailed traffic data technical consultations with South Gloucestershire Council should be more meaningful.

Methodology Two types of survey were considered appropriate to meet the objectives of Royal Mail; 4.2.

 Automatic Traffic Counts (ATCs) which would provide continuous recording of vehicle movements, and

 Video camera surveys enabling manual classified turning movement counts to be recorded.

minute intervals for continuous periods of one week. Summations of the 12hr/16hr/18hr/24hr flows and the peak flows were made together with 5-day average and 7-day average flows. An initial week of data was collected at both accesses to allow the determination of a ‘typical busy’ day in terms of traffic movements.

The first week of data was collected beginning Thursday 30 March 2017 with a second week of 4.4.data being collected beginning Monday 8 May 2017. These dates were chosen to avoid the Easter and early May holidays.

The full data recordings are reproduced for each of the two accesses at Appendices A and B. 4.5.

Video Camera Recordings Following analysis of the initial week of ATC data video cameras were positioned on high masts at 4.6.

both of the Mail Centre accesses to record vehicle movements continuously for three days. From analysis of the video recordings the turning movements of vehicles were classified by vehicle class. The classification being:-

 Motorcycles;  Cars;  Light goods vehicles (LGV);  Other goods vehicles 1 (OGV 1);  Other goods vehicles 2 (OGV 2);  Buses and coaches.

A diagram indicating the vehicles in each class is shown in Figure 3.1 below. In addition the classification identified Royal Mail liveried vehicles.

Vehicle movements were recorded in 15 minute intervals with hourly and daily totals. 4.7.

turning movements to be recorded for a single day for the morning and evening peak periods, identified as 07:00 - 10:00 and 16:00 – 19:00 hours. The survey day was Tuesday 9 May 2017 and avoided holidays and other special occasions.

From examination of Tables 4.1 and 4.2 the weekday 2-way traffic flows at the operational access 5.2.are generally in the order of about 1,500 vehicles with lower flows recorded on Mondays and at the weekend. The 2-way weekday average over the two weeks of recordings was 1,380 vehicles.

Figure 4.1 below is a plot of the hourly vehicle flows (weekday average) at the operational access 5.3.for the two weeks of recordings.

From the graph it is clear that the profiles for the two weeks follow a similar pattern, typical of an 5.4.employment site. A morning peak 2-way flow occurs between 06:00 – 07:00 of about 120 vehicles per hour, the majority of which are outbound from the Mail Centre. A longer, but numerically lower evening peak 2-way flow, of about 80 vehicles per hour, occurs between 17:00 – 19:00 with the majority of vehicles inbound to the Mail Centre. In operational terms this is important to Royal Mail as the evening peak flows to the Mail Centre occur during the external evening highway peak period.

This demonstrates the significant vehicle generation of the Mail Centre and, as the majority of vehicles travel through the Gypsy Lane junction, the importance of the capacity of this key junction to the day-to-day transport operations of the Royal Mail’s Bristol Mail Centre is clearly self-evident.

6. SURVEY RESULTS – VIDEO CAMERA SURVEYS

Manual Classified Counts at Royal Mail’s Bristol Mail Centre Accesses To obtain classified vehicle counts (i.e. recordings of the vehicle categories) that arrive and depart 6.1.

at the Mail Centre video cameras continuously recorded vehicle movements for three days, beginning Monday 8 May 2017, at the two accesses. The video recordings were observed in an office environment and the counts recorded manually in 15 minute intervals, hence the technical term ‘Manual Classified Count’ or MCC. Unfortunately, there was a malfunction of the video recording at the operational access early on Wednesday 10 May and the data for this day is not available.

Copies of the MCC data sheets are included at Appendix C for the operational access and at 6.2.Appendix D for the employee’s car park access.

Operational Access From analysis of the ATC data a ‘typical busy’ day in terms of vehicle flows at the operational 6.3.

From examination of Table 5.1 it can be seen that the majority of vehicles, 61%, using the 6.4.operational access were large goods vehicles (i.e. ‘other goods vehicles’ as defined in the vehicle categories shown above) the majority of which were Royal Mail vehicles. A further 27% of the vehicles using the access were light goods vehicles (LGV) which consist principally of the local Royal Mail delivery and collection vans.

Employees’ Car Park Access A summary of the in and out movements recorded at the employees’ car park access is presented 6.5.

As one would expect the majority of vehicles using the employees’ car park access were cars or 6.6.motorcycles (94%). The four OGV1 vehicles and many of the LGV vehicles would be associated with non-Royal Mail delivery vehicles.

Detailed examination of the counts matches the arrival and departure profiles which were 6.7.previously identified by the ATC data. In particular, 257 vehicles (15% of daily total) arrived or departed between 06:00 – 07:00 and 207 (12%) between 21:30 and 22:30.

Manual Classified Turning Counts at Gypsy Patch Lane Junction From the video cameras which were placed to record all vehicle turning movements at the 6.8.

junction during the morning and evening highway peak periods on Tuesday 9 May 2017 manual classified turning counts have been counted in 15 minute intervals. A diagram showing each of the turning movements is included at Appendix E together with the data sheets for each movement and the totals to and from each arm of the junction.

There is a comprehensive volume of data and to simplify interpretation diagrams of the hourly 6.9.turning movements of all vehicles are presented in Appendix F.

From detailed analysis of the data the following can be deduced about the operation of the 6.10.junction. a) The inflow into the junction during the morning peak period (07:00 -10:00) totals 5,715 vehicles of which 49 vehicles (about 1% of the total) were from the operational access of the Mail Centre and 98 vehicles (1.7%) entered the operational access during the same period. b) The inflow into the junction during the evening peak period (16:00 – 19:00) totals 6,369 vehicles of which 121 vehicles (2% of the total) were from the operational access of the Mail Centre and 194 vehicles (3%) entered the operational access during the same period. c) The busiest hour during the evening peak period occurred between 17:00 – 18:00 when 2,265 vehicles entered the junction. d) The highest hourly traffic flow was from Gypsy Patch Lane into the junction at 944 vehicles between 08:00 – 09:00. This was, however, closely followed by vehicles to the A38 northbound at 935 vehicles between 16:00 -17:00. e) The junction is over capacity particularly during the evening peak period and traffic turning into Gypsy Patch Lane was observed queuing back through the junction. f) Some employees leaving the Mail Centre during the evening peak period appear to utilise the operational access to avoid traffic queues which occur for vehicles turning right into Gypsy Patch Lane from the A38 slip road.

Good to see their local neighbours are being considered to have a quicker access to thenew arena without having to use cars, etc

I do not wish my address to be made public, but I attended Bradley Stoke Town Councilplanning meeting on Wed 22nd Jan at the Jubilee centre, to hear about the awful decision to let aMcDonalds 24/7 Drive Thru be constructed within 25metres of residential housing.We then net on to hear and see a presentation from YTL, what a fabulous company this soundslike, if they are able to carry through all that they showed/discussed with us, then I am 100%supporting this arena.
