This Horse Chestnut has a Tree Preservation Order. It is said to be declining. In the winter it is difficult to tell. Google Earth shows a tree with plenty of foliage and looking not too bad.
Who owns this tree? It is on a roadside verge. Does it belong to the Applicant? The verge is not shown on mapping as being Council owned.
I do not see with the Application a report on the tree's health.
This tree has a TPO and under regulation has to be replaced if felled. No proposals for replacing it are included in the Application as the form requests.
Please be confident that the tree needs to be felled.
Please condition a replacement if it is felled.
