This is a tree with a Tree Preservation Order.
In such cases the reports accompanying the application are required as follows:
"Where trees are protected by a Tree Preservation Order you must also provide: - Reasons for the work; and where trees are being felled.
Proposals for planting replacement trees (including quantity, species, position and size) or reasons for not wanting to replant."
It is stated that the tree is in heavy decline - so much so that it requires felling. We rely on the professional expertise of the LPA's AO to agree or disagree with this assertion. But where is the proposal for planting of a replacement tree, within 5 metres of the tree to be (possibly) felled?
If consent is granted, we rely on the AO to condition this.
This is a front garden tree and such trees are important visual amenities in addition to the environmental benefit we all rely on.
