The Kingsdown Conservation Group interests itself not only in developments affectingits own local area but also in city-wide developments that will affect the character of the city as awhole. We have no objection to the principle of redevelopment of the Crown Sawmills site toprovide much needed housing, however we regret that we cannot support what is actually beingproposed for the site.
The Frome Gateway Spatial Regeneration Framework is a recently approved planning documentwritten to provide guidance and set standards for emerging development proposals within thearea. The document took several years to prepare and was consulted on extensively with thepublic. As such it seems right that it should be regarded as a key document when considering anyapplication within the Frome Gateway, including the current application. The Crown Sawmills siteis identified as being suitable for buildings of "amplified height" (Buildings that are modestly higherthan the prevailing building height: Up to 1.5x prevailing height in areas of uniform height, up to 2xin areas of varied height). Given that the prevailing building height is mostly two to three storeyswith one five storey building one would expect to see a development ranging betweenpredominantly 4-6 storeys to a maximum of ten storeys. Indeed this is confirmed in the applicant'sDesign and Access Statement item 6.12 in which they states that compliance with the Framework"suggests that the amplified height within Frome Gateway should be in the region of c. 4 - 9"(storeys). The statement then goes on to refer to the policy relating to "Contextual tall buildings" inorder to justify the height of their buildings. However this is not relevant for this site for, although
there are two areas within the Framework where the possibility of tall buildings are identified, thewhole of the Crown Sawmills site is identified for buildings of "amplified height" only. Given that thecouncil has made the effort to prepare a specific document to guide development of the site onewould surely expect its guidance to be followed. Otherwise what is the point in such a document?
Even without the Framework common planning sense indicates that this proposal is too high andtoo bulky to be appropriate for the site. Furthermore, by presenting an almost solid wall of three tallbuildings, this scheme would blight the redevelopment of sites directly to the north and northwestthat are yet to be developed and cast a negative impact on the aspirations to create a thrivingcommunity in the area. The layout of the site shows no attempt at place-making and the design ofthe buildings themselves are generic at best.
Finally we remain concerned that Bristol, which not so long ago was made European GreenCapital (2015) and was the first city in the UK to declare a climate crisis, seems to have turned itsback on encouraging truly sustainable buildings and has instead bought into the idea that tallbuildings are the only solution to the housing problem despite their acknowledged poorenvironmental performance and excessive levels of embodied carbon.

I don't know if the plans include pulling down Globe House located on the corner ofVestry Lane and Eugene Street.
If so, I would argue a case for the buildings to be lower to allow for better light access. It iscurrently a gloomy and dangerous edifice, as parts of the building has fallen into the street belowover the years as trees are slowly pulling the building apart.
I also would like to raise a concern if the new buildings would be overlooking, raising a privacyissue.
Otherwise, I am in favour of the proposal.

Really great to see new homes being delivered in a forgotten part of Bristol City Centre,and providing the new homes Bristol need, this should really revitalise the area and providehomes. Also great to see a developer really think about and consider planning policy across theboard, the biodiversity net gain is incredible. The cycle parking provision has clearly been wellthought through which is great for a city with keen cyclists. I look forward to seeing this applicationcome forward.

I am writing in my capacity as Director of local music venue, The Jam Jar.
We have been engaged with the developer for some time now, having had several meetings andconversations. We are currently exploring how the existing culture of the area can be brought intotheir scheme. The developer has been receptive and open to ideas from the offset.
There has been meaningful recognition of public cultural spaces in the area, and it appears thatthrough the ground floor units the developer seeks to enhance these. Their plans around noisemitigation have been scrutinised by ourselves and our advisors & we are satisfied by themeasures proposed.
We are pleased to see that the developer has a genuine ambition to enhance the local area andcreate a place that works. We will continue our conversations around meanwhile use & giving localpeople a space of their own within the scheme.

I truely support this going ahead. I believe with the correct investment and care taken tomake it look appealing to the community it could bring more and more people in to the surroundingcommunity and thus make local businesses sore in sales.

I think it's fantastic that some investment will be put into this local area of Bristol. It willbe a hub for the community and bring more people to the area - general Bristolians and alsotourists who come by train or are shopping in Cabot Circus. The area needs some morehappening and this would certainly breathe some life into a neglected space.

I run a pub in St Jude's and live in the local area. Making something of those buildingscould bring new life and money into the area. St Jude's has been forgotten and neglected in lots ofways for a long time but has so much potential, really strong community and lots of interestingvenues to draw people in.
